On the 2nd of March 2017, UKM Global International Relations Centre invited Professor Chang Ching-Ray from National Taiwan University to National University of Malaysia to give a talk on the topic of "Building Strong Industry-Academia Collaborations for Greater Funding and Less Tuition Fee-Dependant" on Global Talk Series.

Professor Chang Ching-Ray received the B.S. degree in Physics from National Taiwan University, Taipei, Taiwan, in 1979 and his Ph.D degree in Physics from University of California, San Diego, in 1988. He was associated with magnetic group of Industrial Technology Research Institute at 1988. Since 1989, he has been with National Taiwan University, where he is currently Vice President of the University.

During the talk, Professor Chang stated some challenging issues which could be faced in the changes of human resources structure.  For example, there are individuals that experience late entry and early exit. On average, individuals start working at the age of 21 and retire at 55 years. According to a 2011 report, female percentage which accounts for 50% is much lower than other regions. Besides that, the aging issue becomes more serious too.

On the financial strategies mentioned by Professor Chang, he stated that an amount of US$148 million should be allocated for the government while only US$59 million would be allocated for tuition fees. Besides that, US$250 million should be allocated for the research and industry collaboration while US$76 million for sustainable endowment fund and US$700 million for donation purposes.
